This single came in the Norwegian sleeve here below, same design as German sleeves.
So maybe this single was also sold in Norway.

=> This type of promo singles was released in Germany for promotion of new records. This is the first one where an Elvis song is promoted. On this single the following artists are mentioned: a few German artists / Perry Como with 'More" / Pat Boone with "Tutti Frutti" and Elvis with "Hound Dog". On this promo single someone says something about each record and you can hear parts of the songs. On Hound Dog the announcer says this: ,,Und nun, Ohren weit auf für das Allerneueste. Die große Überraschung für alle Schallplattenfreundeder Deutschlandstart der RCA-Platten. Die Spitzenstars der Weltklasse nun auch in Ihrem Heim. Hier eine Probe. Der Jüngste aus der langen klangvollen Namensliste der RCA-Favoriten, Elvis Prisli, der 21jährige Komet am Himmel der Rock ,n' Roll-Extase in der Jugend der ganzen Welt. Sein ,,Hound Dog" hat bereits die Verkaufsziffer von zwei Millionen überschritten." The name Elvis Prisli was mentioned this way. Probably he didn't know better.

Strange issue her below. On the left above the matrixnumber is Resco, it was used only by TELDEC. It means "Restkonto". This was used when the musiccompany was not known for the single, so they could not make a payment to them.
From S3 the musiccompany of Hound Dog was changed in Hill & Range and Don't Be Cruel was changed in BIEM which means "Bureau International de l'Edition Musicméchanique.
Also on this single Otis Blackwell is the only composer of Don't Be Cruel, while from S3 Elvis is mentioned as co-writer.
